Where to Find Key Legal Resources
The most relevant laws are found in California statute in Health and Safety Code Section 1569. You can access California statutes at www.leginfo.ca.gov/calaw.html
Regulations governing Residential Care Facilities for the Elderly are found in the California Code of Regulations (CCR), Title 22, Division 6, Section 87100 and following. California Codes can be accessed through the Community Care Licensing web site at http://www.dss.cahwnet.gov/ord/CCRTitle22_715.htm.

Key RCFE/Assisted Living Links
California Advocates for Nursing Home Reform's Residential Care Guide Contains information on all Residential Care Facilities for the Elderly (RCFE) in California and more detailed information on facilities that have returned CANHR's Questionnaire. Fact sheets on a variety of consumer rights and protection issues are also available on CANHR's web site.
California Department of Social Services (DSS) Community Care Licensing Division (CCL) Provides basic information on all licensed facilities regulated by CCL, lists CCL Senior Care Program district offices, provides links to regulations and evaluator manual, and provider and policy bulletins.
Assisted Living Waiver Pilot Project (ALWPP)
ALWPP allows the use of Medi-Cal funds to pay for residents requiring nursing home level of care and who are eligible for Medi-Cal to receive Assisted Care services in Residential Care Facilities for the Elderly (RCFE). The program is operating only in the counties of L.A., Sacramento and San Joaquin, and only in facilities that have been approved to participate in the pilot project.
Assisted Living Consumer Alliance (ALCA)
ALCA is a national collaboration of groups and individuals (CANHR is a member) who have joined together to promote and preserve choice, safety, and legal rights for assisted living consumers.

The Patrick Nobis RCFE Scholarship Fund
The Patrick Nobis RCFE Scholarship Fund awards three scholarships each year to San Francisco State University students participating in the Administrator-In-Training (AIT) Program. The awards are presented at the annual AIT Reception. More information is available online.
